Los Angeles Regional Quality Control Board New Order

The Los Angeles Regional Quality Control Board on June 6, 2013 adopted a new order (R4-2013-0095) to replace existing order R4-2008-0032, this order is to take effect July 6, 2013.

Order R4-2008-0032 was revised to meet provisions contained in division 7 of California water code and regulations adopted in the Federal Clean Water Act.

Order R4-2013-0095 covers discharges to surface waters of groundwater from dewatering treatment operations and other types of wastewater.

In order to be covered under this order a discharger must:

• Demonstrate the discharge will not cause or contribute to a violation of any applicable water quality criteria for the receiving waters, or any other discharge prohibition
• Perform potential analysis using a sample of groundwater or wastewater to be discharged. Sample taken needs to be tested and results compared to the water quality criteria
• Discharged water must not cause toxicity in receiving waters
• If analytical tests show any toxins exceed the criteria then discharger will be enrolled in this permit and, the discharge will be required treatment from a treatment system designed to reduce contaminants to meet new order guidelines

Dischargers covered under order R4-2008-0032 will receive an NOI form which must be completed and returned to the Water Board within 60 days of receipt, otherwise current permit will be revoked. Dischargers enrolling in order R4-2013-0095 must collect a sample and analyze it for all the constituents listed in Attachment E of the New Order and submit the testing results with the NOI.

The NOI and testing results must be sent to the Water Board no later than August 15, 2013 . Pure Effect, Inc. has fully reviewed and studied the new order and is well versed in it’s content.
